Generally you score on the outside of the card. Hope that helps.

Sometimes it does depend on the kind of card you are creasing, some textured cards may sometimes need to be creased on the inside with a bone folder and board; your best bet is too try a piece of scrap card.
Sometimes you can crease a card on the outside and when you fold it it cracks along the spine.

I too think it depends on the type of cardstock you are folding.
I find that with textured card stock, such as AC Heavy Weight Cardstock, it helps to score on the inside, as this prevents the textured side from becoming torn and tearing. However if it is smooth cardstock such as Bazzill - Kraft, scoring on the outside is fine.
Hope this helps.
